The Iowa Department of Transportation (IDOT) originally approached the City of Tipton in 2017 about rehabilitating Highway 38 (Cedar Street) within the City limits due to the aging highway pavement’s poor condition.
After much investigation, planning and discussions with IDOT it was decided that the City’s highest priority was reconstructing the downtown area and southern portion of Cedar Street. The City enlisted Origin Design to assist in the design and construction administration of this street reconstruction project. The reconstruction includes full pavement replacement, utility reconstruction, communications and electrical work, sidewalks, trail paving, and grading for a future trail segment. The remaining portions of Cedar Street are planned to be rehabilitated in a future state-led project. To accomplish this the City proactively improved the anticipated detour route for the highway reconstruction so that the state highway traffic could be handled on the local roads that make up the detour.
Along with updating pavement and utilities, the project aims to help solve stormwater drainage issues the City has historically observed in the area. Additionally, the project expands the City’s trail system and provides for additional future trail segments for bicycle and pedestrian users.
This project was funded through a Community Project Funding Grant for $2,000,000. Due to this funding, the project was delayed a year and rebid through the DOT in early 2023. The project started construction in Spring of 2023. The City worked hard to maximize the value of the state and federal funding dedicated to the project by identifying and addressing the City’s highest priorities within the project corridor.
Origin Design provided preliminary and final design, topographic and boundary surveys, construction layout, construction administration and onsite observation during construction. These services were provided for both the main reconstruction project and the detour route improvements project prior to the main project construction.
